On the Present State and Future Development of“Using Imports to Foster Exports”

在我国对外贸易中,开展以进养出的业务已有较长的历史,尤其是近几年发展很快。通过以进养出,既促进了生产,增加了劳动就业,又扩大了出口,增加了国家外汇收入。实践证明,以进养出是一项发展对外贸易行之有效的办法,特别是沿海一些省市潜力较大。但是,在发展以进养出的过程中遇到了不少问题,主要是:环节多、税利高、价格不尽合理等。因此,应考虑在财政上给予优惠,在外贸体制方面需相应进行改革,建立和健全管理制度,以推动这一业务的开展。

“Using Imports to Foster Exports,”a timehonored practice in China's foreign trade has seenespecially rapid development in recent years.Ithas had the effect of promoting production,pro-viding more employment possibilities,expandingexports and increasing China's foreign currencyincome.Experience has shown that using importsto foster exports is an effective means of develop-ing foreign trade,especially in the coastal prow-inces and cities.However,a number of factorsare hindering its development.The main problemsare:too many links,high rate of taxation andinappropriate price policies.Further progress inthis field could be brought about by institutingfinancial priorities,effecting corresponding re-forms in the foreign trade system,and setting upand perfecting the management system.
