关于正确处理初次分配中效率与公平的关系研究

初次分配中效率与公平是相互统一的关系,这种关系要求收入差距应保持适度。当前我国初次分配中效率与公平的失衡是收入差距扩大的主要原因,突出表现在:初次分配中劳动报酬过低;行业之间的收入差距过大;企业内部资本所有者、经营管理者和劳动者之间分配不公平等。正确处理初次分配中效率与公平的关系,应当优化收入分配制度改革,提高劳动报酬在初次分配中的比重;建立和健全职工工资正常增长制度;加快产权制度改革,消除垄断。

In the primary distribution,there is unified relationship between efficiency and justice which claims a moderate income gap.Currently,the main cause of the widening income gap is unbalance of efficiency and equality in the primary distribution of our country.This can be seen most clearly in underpay in the primary distribution;the widening income gap between industry;unbalance distribution between owners of capital,entrepreneurs and labor.The correct method of handling to relationship of efficiency and equality should optimize the reform of income distribution system;raise the proportion of the primary distribution that goes to wages;establish and improve a mechanism for regular salary increases;speed up reform of system of property right and eliminate monopoly.
