基于公平、合理、规范的科研指标分配原则,利用管理学、系统学与数理统计理论,结合工科院校二级部门科研工作实际,积极探索地方高校二级单位全员参与、分类承担的科研任务指标分配新模式,构建科研指标量化分配模型与应用方法。对营造地方高校良好科研环境,激励激发科研积极性,增强服务地方能力,提升人才培养能力具有促进作用。

Based on the impartial reasonable normative scientific research quantization principle,the management system and statistics theory are used to explore the new of scientific research task of second department of a local university. According to the scientific research task practice of the second department,the scientific research quantization distribution model and application method are established. The motivation of scientific research activity and enhancement of service ability and training of bright people are promoted for constructing harmonious scientific research environment.
