摘要
教育对口支援探索出一条适合中国国情的教育发展之路。但是,该项政策法治化进程滞后。在立法层面,专项立法滞后,相关法规条款不成体系、没有协调性,政策法规笼统宽泛;在执法层面,"无法可依","有法难依"和"执法不严"。必须要加快法治化进程,促进教育对口支援健康发展。在法制层面:推动专项立法,规范各方的权利和义务,构建和谐的法律体系;在实践层面:将其纳入国民经济和社会发展的整体规划,形成行政指令与市场竞争相结合的资源配置机制,完善行政指导和奖励制度相结合的激励机制,建立科学的评估监督体系。
Targeted aid policy has effectively promoted the striding development of universities,explored a suitable for higher education development road of China.However,the level of the legalization is very low,there are still many shortcomings in the legal system,management system,incentive mechanism and supervision and evaluation system,At the legislative level,strengthen the legal system construction of targeted aid donors,recipients,clearly the rights and obligations;At the implementation level,incorporated into the national economic and social development of the overall planning,the establishment of administrative instruction and market competition combining mechanism of resource allocation,the establishment of administrative guidance and the reward system of combining incentive mechanism,establishing a scientific and reasonable evaluation system of supervision.
