村级社会管理机制改革的调查与思考——以湖南省岳阳县为例

Investigation and Analysis of the Reform of Village-Level Social Management Mechanism——In Case of Yueyang County of Hunan Province

加强村级社会管理有利于维护农村社会安定、有利于巩固中国共产党在农村的执政基础。通过对岳阳县村级社会管理机制改革的深入调查和分析,指出了岳阳县村级社会管理机制改革取得的成效及其在社会管理激励机制、约束机制和保障机制等方面存在的主要问题,并针对这些问题,提出了加强村干部思想道德和专业技能培训、提高村干部待遇、完善村干部晋升机制等社会管理激励机制,加大监督检查力度、健全法律法规制度、完善责任追究机制等社会管理约束机制,加大物质保障力度、净化精神生活环境等社会管理保障机制。

Strengthening the social management of village level is conducive to the maintenance of rural social stability and the consolidation of the Party’s ruling foundation in the rural areas.Through in-depth investigation and analysis of the reform of the social management mechanism of Yueyang County,the arti-cle points out the effects of the reform and the main problems in the incentive mechanism,restraint mecha-nism and guarantee mechanism of social management.Aiming at these problems,the article puts forward some such suggestions in order to improve the social management mechanism as strengthening village ca-dres’training in ideology,morality and professional skills,improving their treatment and the promotion mechanism in the aspect of the incentive mechanism;enhancing supervision and examination,perfecting the system of laws and regulations,completing the accountability mechanism in the aspect of restraint mecha-nism;increasing the material guarantee and purifying the spiritual life environment in the aspect of guaran-tee mechanism.
