基于公共政策视角的民工荒问题研究

Study on the Shortage of Migrant Labor Based on Public Policy

民工荒问题已经成为了社会各界普遍关注的焦点。在诸多影响农民工流动的因素中,公共政策对于民工荒问题的产生有重要影响。通过分析公共政策对农民工流动问题的作用机制,从制度因素、政策因素和法律因素三个方面来分析当前政府公共政策和公共管理对民工荒问题的影响。并对如何完善当前公共政策给出了建议,以促进农民工的合理流动,使国家的经济、企业的发展以及农民工自身生活水平都得到提升。

The shortage issue of migrant labor had been a focus of widespread concern in all circles of the society.In the various factors that influenced the flow of peasant labors,public policy had an important role.Through analyzing the mechanism of public policy,the affection of public policy and public management on the shortage of migrant labor was analyzed from 3 aspects of institution,policy and law.Some suggestions to perfect the current public policy were put forward.And it would promote the reasonable flow of peasant labor,which would improve the economy of the country,the development of the enterprises and the living standard of the migrant labor.
