基于电子健康档案的区域卫生信息平台建设研究

On the Construction of Regional Hygiene Information Platform Based on Electronic Health Record

"新医改"方案的提出,使卫生信息化被提到了前所未有的高度,建立以健康档案为核心的区域卫生信息平台迫在眉睫。结合我国区域卫生信息平台建设现状,分析了区域卫生信息平台系统应具有的功能与主要业务需求;从建设任务与目标、信息平台架构、总体逻辑部署、硬件网络支撑等四个方面,提出了整体设计思路。从安全保障技术、健康风险评估技术、健康管理远程度互动技术三个方面,实现区域卫生信息化建设,实现"医疗数字档案"安全化、民生化、智能化的功能。

Based on the program of "New Health Care Reform",hygiene information has been placed at an unprecedented height,and thus establishment of health record as its ore has become most urgent.Based on the current situation of China’s regional hygiene information platform,this paper analyzes the functions and main business needs of regional health information platform system.This paper also puts forward the overall design thought of regional health information platform system from the four aspects,i.e.the construction tasks and goals,the information platform structure,the overall logical deployment,and the support of hardware and network.Finally,this paper,from the three aspects,i.e.security technology,health risk assessment technology,and long-distance interactive technology of health management,puts forward the regional health information construction,so as to realize a secure,livelihood-oriented and intelligent "medical digital record".
