安乡县耕地与基本农田保护的现状及对策

Status Quo of Cultivated Land and Basic Farmland Protection in Anxiang County and Its Strategies

以2010年湖南省安乡县土地利用变更数据为材料,对安乡县耕地与基本农田保护的现状进行分析,并针对土地利用中存在耕地资源减少、人地矛盾突出、洪涝灾害易发、耕地质量下降、污染较为严重、土壤质地退化等主要问题,从行政管理、经济、法律和技术等方面提出了安乡县耕地与基本农田保护对策,以保障全县经济、社会又好又快发展。

Based on the land-use change data of Anxiang County of Hunan Province in 2010,the current situations of cultivated land and basic farmland protection in Anxiang County has been analyzed.In order to attain the objectives of sound and rapid development of the economy and society in Anxiang County,some countermeasures for protecting cultivated land and basic farmland were put forward in terms of administration,economy,legal and techniques according to the major problems in land use,such as reducing cultivated land resources,outstanding conflict between people and land,easy occurrence of flood disaster,decreasing quality of cultivated land,serious pollution,degradation of soil texture,etc..
