加强湖南省基层农技推广队伍建设的思考

Construction of Basic Level Agricultural Technology Extension Team in Hunan Province

为了解湖南省基层农技推广队伍的基本情况,对全省农技推广系统,特别是乡镇农技推广站的相关情况进行了调研。结果表明:湖南省乡镇农技推广队伍存在人员总量不足、30岁以下的推广人员比例偏少、不少乡镇没有农技推广机构、高中以下学历人员过多、服务能力不强等问题,并针对这些问题提出了大力发展免费农业职业教育、实施特岗计划、严格准入制度、依法加大财政投入等建议。

In order to understand the basic situations of basic level agricultural technology extension team in Hunan province,an investigation was conducted to the agricultural technology extension system in whole province,especially the correlative situations of town level agricultural technology extension station.The results indicated that there were lots of problems in town level agricultural technology extension team in Hunan province,including shortage of staff,low ratio of extension staff under 30-year-old,non agricultural technology extension organization in a lot of town,overabundance of staff who does not have high school diploma,weak service ability,etc..Then,some corresponding measures according to the problems were proposed,such as strengthening development of free agricultural vocational education,implementation of special position project,strict application of access system,increase of financial input according to the law,and so on.
