摘要
2010年4月美国墨西哥湾"深水地平线"溢油事故对渔业和海洋生态造成了巨大影响。依据《石油污染法案》,凭借完善的应急体系,美国较成功地完成了污染事故的应急处理和损失赔偿工作,并开展了一系列的研究和修复计划,保障了个人和国家利益。综述了美国墨西哥湾"深水地平线"溢油事故对当地渔业的影响,以及美国在渔业相关产业损失的赔偿与资助、渔业资源损失的评估与修复工作中的成功做法与经验,并对我国溢油污染事故渔业损害处理工作提出了相关建议。
The Deepwater Horizon oil spill in April, 2010 caused significant harm to the fishery and marine eco-system in the Gulf of Mexico. Based on the Oil Pollution Act and its sound emergency system, America successfully accomplished the emergency treatment and financial compensation of the oil spill accident and conducted a series of researches and restoration plans to guarantee the interests of citizens and the country. This review summarized the impacts of the oil spill on the fishery in the Gulf of Mexico, the financial compensation and assistance on fishery industry, and successful experiences about the fishery resource damage assessment and restoration. Several advices for the management of fishery pollution accident treatment in China were given.
