摘要
作为在美国上市的石油公司,相应的储量评估标准及对外披露工作必须符合美国证券交易委员会(SEC)的要求,遵循美国证券机构规定的资源储量评估准则(简称SEC准则)。SEC准则总体上认可我国的容积法参数的基本取值,然而有效厚度作为容积法的关键参数,主观影响明显。由于国内外储量定义以及其标准条件的不同,参数在选取确定上有着明显差异。通过对新疆、长庆、大港、吉林等油田数据的研究,分析出国内外厚度划分主要有三点不同:定义、单井取值、有效厚度确定;在此基础上找出影响差异的因素主要是:思维差异、经济因素、储量级别。从而为以后的评估过程中,减少差异,为与国际良好的接轨奠定基础。
As an oil company listed in the United States,the corresponding reserve evaluation standards and foreign disclosure work must comply with the requirements of the securities and exchange commission(SEC)and follow the resource and reserve evaluation rules of the United States securities agency(hereinafter referred to as SEC criteria).Although SEC generally accepts China's basic values of volumetric method parameters,effective thickness as a key parameter of volumetric method has obvious subjective influence.Both at home and abroad,reserve definition and standard condition are different so the parameter determination and selection are obvious different.Through the data research of Xinjiang,Changqing,Dagang and Jilin oilfield,we can conclude that there are three major differences on the thickness division both at home and abroad,including definition,single well value,and effective thickness determination.Furthermore,we can also find out the factors causing such differences include thought differences,economic factors and reserve level.Thus,this paper lays the foundation for reducing the differences and being suitable for international standards during the future evaluation process.
