高校档案工作的定位与开拓创新

University Archives and Records Management: Orientation and Innovation

正确定位高校的档案工作,对促进高校档案工作发展,确立高校的档案规范使用意识,具有重大而积极的现实意义。目前,对于高校档案工作的定位,一般有边缘论、基础论及中心论三种。高校档案是为高校长远规划、领导决策提供信息,为高校人才培养、科学研究和行政管理等工作提供服务的部门,因此应该属于高校的基础性工作。随着社会的发展,高校档案除了履行传统功能,还有效利用新科技,实现了自身职能的拓展与创新。

It is of great significance to correctly orientate the work of university archives and records management, for it will exert a positive backwash effect on the sound development of university archives and records management and on the normative use of such achieves and records at universities. At present,there exist three theoretical argu- ments regarding the nature of university archives and records management,namely,periphery theory,groundwork theory,and focal point theory. As a service section,university archives and records management aims at providing information support for long-term planning and decision-making by university authorities,and caters to the needs of talent cultivation,scientific research and administration of universities. Therefore,we argue that the work of uni- versity archives and records management belongs to the theoretical realm of groundwork. Besides fulfilling its tradi- tional functions,university archives and records management should also make good use of advanced technologies to expand its functional realms through innovation.
