Governmental Behavior in the Construction and Development of the Innovation Alliance: Case Study on Mariculture Industry Innovation Alliance

产学研创新联盟的建设和健康有序运行必须充分发挥政府职能。借鉴发达国家政府在推动产学研创新联盟发展过程中的角色定位,本文以我国海水养殖业创新联盟为例,重点探讨了我国政府在推动海水养殖业创新联盟建设和发展过程中应该发挥的作用和职能。

The government plays an important role for building and developing the Industry-University-Research Technovation Alliances. Using the experience of developed countries for reference, the article illustrated the Mariculture Industry Technovation Alliance of China and discussed the government functions in this kind of alliances.
