学术论文保密审查研究——以公安类学报为例

On the Confidentiality Review of Academic Papers:Take Public Security Journals as Examples

与普通高校学报相比,公安类学报除了具有学术性外,还具有鲜明的行业性特点。公安类学报论文可能涉及公安前沿科技或警务工作秘密。因此,对公安类学报论文进行保密审查非常必要。作者、作者所在单位、学报编辑部及其主办单位,以及国家新闻出版管理部门都负有对公安学术论文的保密审查责任。应当建立起以国家新闻出版管理部门为主导、公安学报编辑部及其主办主管单位为主体、作者自律、作者所属单位严格宣传管理的公安类学报论文保密审查机制。

In comparison to journals of regular institutions of higher education, public security journals have distinctive industrial characteristics besides their academic nature. Public security journals may involve advanced public security technology or policing secrets. Therefore, it is necessary to conduct conifdentiality review on papers of public security journals. The authors, employers of the authors, the editorial departments of the journals, their organizers and the national news publication administrative department should all be responsible for the confidentiality review on public security academic papers. A“four-in-one”institutional mechanism for conifdentiality review on papers of public security journals needs to be established, with the national news publication administrative department as the guide, the editorial departments of the public security journals and their organizers as the main liability body, meanwhile depending on the self-discipline of the authors and the positive publicity and strict management of the employers of the authors.
