his article deals with the CMEA,set up by the Soviet Union and the people's democratic Eastern European countries in 1949,as an international economic organization.Having discussed and confirmed as fully as possible the achievements brought by the collective cooperation,the author focuses his discussion on the structure of the organization,the operating mechanism and it's side effects on the relations between the Soviet Union and the Eastern European countries.In the author's opinion,the CMEA has some weaknesses as follows:the nonmarket tendency in activities,the closed doorism in operation,the unequilibrium of the member states on their bases and the noncompulsory means in operating rules and regulations.It is these weaknesses that made it impossible to meet the challenge of the revolution of the science and technology,especially after 1970's,a series of problems came into being in its development,the poor economic returns,the heavy external debts and the backwardness to the advanced capitalist countries in all fields.Therefore,the above mentioned problems brought about some new side effects on the relations between the Soviet Union and the Eastern European countries:the decrease of mutual trade;the further economic dependence on the Soviet Union:the descendence of the great appeal of the Soviet Union's model to it's Eastern European Partners.
