中国中西部的开发开放，其投资环境引人关注。本文从投资软环境与硬环境的实证研究出发，将产业倾斜政策与地区倾斜政策融合起来，探讨了中西部吸引外资（尤其是港、澳、台资）的种种策略。文章指出：沪粤等沿海地区与港台等外商联手合作，共赴中西部投资，可扬长避短，优势互补，是行之有效之措施。

In the process of development and opening in China's Midwest,the investment environment is attracting more and more attention all over the world. This article,studying the investment environment and combining industrial preferential policy with regional preferential policy,discusses policies of attracting foreign investment (especially that from Hong Kong, Macao and Taiwan), and points out that the cooperation among Shanghai, Guangdong,Hong Kong and Taiwan can be carried out in investing together in China's Midwest.It's an effective measure.
