There were two Tsai-Hsiang houses(chancellor's offices),one Northern and the other Southern ,in the central official system in the northern region of the Liao Dynasty.The purpose of the present treatise is to discuss in a systematic way the establishment of the Northern Tsai-Hsiang house and official posts in it.The treatise also discuss how the Tsai-Hsiang institution in the northern official system of Liao Dynasty gradually came into being and what relationship it had with traditional Tsai-Hsiang system of central China during its course of formation.
