Make the Computer Applications Capability Examination Work Better on the Basis of Experience, Current Needs and Reform

九十年代是上海经济建设和社会发展的一个重要时期。为实现党的十四大提出的上海要“成为长江流域发展的龙头,尽快建成国际经济、金融、贸易中心之一”的发展战略目标,加速培养经济建设和社会发展急需的紧缺人才,从1993年起,市委组织部、市人事局、市教委和市成人教委组织实施了“九十年代上海紧缺人才培训工程”。其基础项目之一的上海市计算机应用能力考核,成为上海市民“学知识、学科学、学技术”活动的重要组成部分。目前已有100万人次参加了计算机应用能力考核,63万人取得了合格或优秀证书,推动了社会上的学习应用电脑“热”。

1) General situationsAs one of 90' s Shanghai Urgently Needed Personnel Training Projects, Shanghai Municipal Computer Applications Capability Examination has issued passing or excellence certificates to 630,000 persons with 1 million person-times taking the exam over the past four years, prompting the public fervor in studying and applying the computer. An experts group for Shanghai Municipal Computer Applications Capability Examination and a examination office, founded in May, 1993 and responsible for the organization of training and testing of cadres at all levels in Shanghai, are targeted on the popularization of computer knowledge at preliminary level and above among working personnel in the Party and government bodies and professional personnel in institutions and enterprises in five years. For this, exam syllabuses for elementary level, intermediate level and office automation have been worked out and corresponding teaching materials have been published more than 2 million copies, more than 100 parts of TV teaching programs have been produced and broadcast on Channel 26 continuously. Teaching researching activities and teachers' training at all training points all over the city have been organized. The examination on computer makes paper unnecessary, and The support system of examination software has been put into use.2) Try to carry out the principles of following the government's direct leadership, running schools by social forces, and the separation of teaching and examiningThe documents issued by General Office of the municipal government and the organization work by the concerned department of the government are the most important reason for the so wide spreading of the examination; over 400 training points scattered all over the city are a major reason why the examination has developed so rapidly; persevering in the separation principle of examination with teaching, and building up examination database, the computer scoring, a complete examination system: just because of these, examination results have won the social acceptance, and the number of people who sit for the examination increases progressively.3) The examination for computer applications capability must be improved increasingly to satisfy the needs of economic growth and social development of ShanghaiThe contents of the examination should be prepared to innovate by modular training and testing on account of the rapid progress of the computer technology and diversified learning needs of citizens at all classes and levels. Cooperation of the examination with industrial enterprises and institutions, and the development of the examination office itself should be strengthened. In a word, the examination should keep pace with the development of the times to welcome the new century.
