建设一流开放大学 为全国电大做出新贡献——在上海电视大学工作会议上的讲话(摘要)

Build up a First-Class Open University and Make a Greater Contribution to TV Universities all over the Country

上海是我国最大的经济中心城市,在我国近、现代史上占有重要的地位。现在上海又担负着率先建立社会主义市场经济,建设现代化国际经济、金融和贸易中心的大都市,为我国国民经济“九五”计划及2010年远景目标的实现作出更大贡献的历史重任。60年代初,上海与北京等城市率先创办了电视大学,成为中国乃至国际上最早开展广播电视高等教育的城市之一。1979年经邓小平同志亲自批准,中国政府在全国范围内建立了广播电视大学。上海电大随之复校后,积极开拓进取,在办学、教学和远距离教育研究等方面都取得了很大成绩,为上海经济发展和人才培养,也为中国乃至国际上的远距离教育事业做出了贡献。

As the model of reform and development among television universities of our country, Shanghai Television University (STVU) has much experience that can be used for reference. One important experience is that STVU has always received special attention from Shanghai Municipal Governments at different levels.Under the care of them, there has developed a good environment in Shanghai for the development of STVU. Another experience is that STVU, who is always ambitious and diligent in its work and bold in making innovations, is ready to make use of the teaching resources advantage of the TV universities of thecountry and combine this advantage with the reality of Shanghai, hence having basically established a system of running the school to actively adapt to the economic a-nd social development needs of Shanghai, having opened up a new, path that degree education and non-degree education develop simultaneously and in coordination, h-aving brought into full play the remarkable feature of open teaching of a TV university in training qualified personnel on a large scale and improving citizens' quality extensively: these not only receive the affirmative appraisal of Shanghai Municipal Govern ment but win great popularity among Shanghai citizens. STVU offers useful experience not only for Shanghai but for the TVuniversities throughout the country to carry out 'Some Opinions of Radio and Television Universities' implementation of ‘An Outline of Chinese Education Reforms and Development'', make the general goals of development come true, and establish a modern open university for distance education featuring Chinese properties. The Consultative Committee of TV Universities of China believes that to draw upon and spread the experienee of STVU will greatly, propel forward the reforms and development of TV universities of our country, hoping that STVU will continue its exploration and contribute more to the reforms arid development of TV universities of our country.
