海南特区农业要实现“两个根本性转变”，就要解决农业工业化过程中的几个问题：1．把农业、农村、农民的“三农”发展问题置于经济发展的重要地位上；2大力发展乡镇企业是实现“两个根本性转变”的途径；3．进一步改变农村的生产方式，提高农民的文化科技水平，加强琼台合作，发展“特”、“热”和“反季节”农业；4．工业要支持农业工业化。

Several problems in the process of the industrialization of agriculture must be solved if Two Fundamental Changes in agricultrue of Hainan SEZ are hoped to bring about.1 .Attach great importance to problems about the development of agricultrue concerned in the economic development;2. Devoting major efforts to develop village and township enterprises is the way to bring about Two Fundamental Changes; 3. Strive to change the mode of production in the countryside, improve farmers' standards of education and standards of science and technology, strenghthen the corperation between Hainan and Taiwan and develope the agricultrue with Hainan characteristics, such as tropical crops and plants, wintervegetables and fruits; 4.The industrialization of agricultrue should be supported by industry itself.
