对建设海南新兴工业省的思考

Reflections on Setting up Hainan as a New Developing Industry Province

海南建设新兴工业省是有条件的：具有区位和自然资源优势、建省以来基础设施建设超前发展和工业发展加快及体制优势。但要使优势变为工业优势，就应有新的思路与对策。新的思路是：1．优化和充实传统支柱产业，2．实行大公司、大集团战略，提高规模经济效益，3．优先发展重化工工业；新的对策是：1．提高企业领导科技文化素质、培养工业技术人才，2．重点突出“西部工业走廊”的地位，以洋浦带动海南，3．深化国有企业改革，加强企业科学管理，4．要解决交通运输“瓶颈”问题，5．多方筹措建设资金。

There are favorable conditions to set up Hainan as new developing industry province,such as the regional resource superiority, the supernormal development of the construction for elementary facilities since the founding of the province, the increase in industry development and the well-organized system as well. However, to turn the superiority into industry superiority, we should have new ideas and countermeasures. 1. Optimize and replenish those traditional pillar industries; 2. Carry out the strategy of big companies and business groups so as to increase the economic returns of large-scale production;3. Give priority to the development of the heavy chemistry industry. The new countermeasures are: 1. to improve the scientific, technological and cultural quality of the leaders who take charge of the enterprises,and train qualified scientists and techecians;2. to focus on the position of 'Industry Corridor in the West of Hainan'and bring along Hainan advanced by developing Yangpu; 3. to deepen the reform of state -run enterprises and improve the management of the enterprises by scientific methods. 4. to make a great effort to solve the problems of the transportation, 5. to raise fund for the construction by ways and means.
