Abstract The article has analysed the subjective and objective conditions that tourism development should have in order to help the poor regions from the angles of resources, transport, regional positions and policies, from where it has pointed out the problems that exist in helping the poor regions in the cource of tourism development, such as the shortage of professional personnel, the unscientific planning, the low level of series production of necessary products, and the relatively weak guild management. And therefore, the author holds that the tourism administrative departments should do their best to carry out the following works; doing propaganda and promotion work, offering necessary services for personnel training, directing the development wayouts, strengthening the professional direction, and obtaining policy support. The article has analysed, from the angle of industry management, the operational defects of the tourism industry at present, and expounded the idea to establish the all informative model block management. The article points out in particular the difficulties in the actual operation of the strategy of information control and management carried out in time according to the model block management, and makes the suggestion that the process of modernize the tourism industry by means of information management should be included in the construction of China′s public information net, and the timely operation of the management strategy should be carried out on the national “platform”.
