The stele, entitled 'A Eulogy of His Imperial Majesty's Itineration to the South', was erected to celebrate the trip to the south of Emperor Wencheng by the name of Tuoba Rui in the 2nd year of the Heping reign period of the Northern Wei dynasty. It was found on the terrace on a river some fifteen km to the south of the county seat of Lingqiu, Shanxi province,a spot on the old route of the imperial visit to the southern prefectures.
The dragon-headed and turtle-footed stele is broken, and measures 137cm wide and over 4m high after restoration. It bears inscription on both sides, and judging by the 25,000 recognizable characters, the inscription narrates the emperor's travel to the south and his martial fun with his ministers. His retinue consisted of over 280 people, whose names and positions were recorded on the stele. Emperor Xiaowen's reform included in it the sination of the system of officers. As a result of the reform, the earlier system of officers was abandoned and forgotten afterwards. The discovery of this stele sheds much light on the early political, especially official system of the early Northern Wei dynasty.
