摘要 历时两年的普通高校函授、夜大学教育评估工作已经结束。通过评估,达到了促进普通高校函授、夜大学教育提高教育质量与办学效益、深化改革、健康发展的预期目的。 但是,评估过后应该怎么办,这很值得我们深思。我们记得,1990年曾经开展过的普通高校成人教育治理整顿工作,经过历时两年的自查和检查验收,无疑也取得了很大的成效。作为当时治理整顿重点的“三乱”(乱办学、乱收费、乱发文凭)现象得到了有效控制,办学投入有所增加,管理逐步走向了规范化,教育质量得到了一定的提高。但是,1992年以后,随着我国各项事业改革力度的加大和发展步伐的加快,在成人教育领域虽取得很大成绩,但也出现了不少问题。一些在治理整顿期间得到控制的问题又出现了新的反复,有些问题甚至还有进一步发展的趋势。例如,有的学校不能把函授、夜大学教育作为学校的基本任务给予应有的重视,而是把它作为可有可无的任务,甚至将其作为创收的手段;有的学校办学规模与投入不成比例,规模过大,投入不足,出现了师资、教学设备等办学条件的不协调;有的学校管理规章制度不健全,不按函授教育规律组织教学,教学环节与教学内容“短斤缺两”;有的学校甚至违反政策办学,举办“先上车后买票”的超前班、“地方承认学历”班等。总之。 The two - year - long evaluation of correspondence education and night colleges in conventional universities is drawing to an end, by which to improve the quality of education and school - running effectiveness, deepen reform and develop themselves healthily. Nevertheless, it's worth pondering what we should do after evaluation. The investigation and reorganization carried out from 1990 to 1992 have some effects, but some controlled problems reappeared and some tended to develop even further later. Certain universities, for example, put correspondence education and night colleges on an unproper position as a money- earning means; some lack of teachers and teaching facilities, etc., the investment doesn t match the running scope; some organize teaching informally or run the school against policy. Though the 1996- 1997 evaluation corrects the above problems to some extent, there's still concern; Will these problems appear once again in 5 year or not? For the purpose of normalization, legalization of adult higher education should be as soon as possible, the author believes, according to his own experience of the two evaluations, that the principal reason for the reappearance is that there is no good/perfect education quality control and assurance system and proposes the legal assurance of the position of correspondence education and night colleges in conventional universities.
