Currently the departments concerned are carrying out the system reform in the Category Ⅲ travel services,with share-cooperation system as its breakthrough. The author holds that such kind of practice is not desirable.owing to its traditional and practical reasons,share system is not the best choice for the Category Ⅲ Travel ser vices;on the contrary,the Category Ⅲ travel services should be given relatively generous rules for market entry, and the system can also be flexible and varied. The focus of guild management should be shifted to the supervision of market behaviour and the basic role of market mechanism in the guild management should be brought into play.
