澳门：公务员本地化的回顾与前瞻

Macao:Retrospect and Prospects of the Nativimtion of Its Civil Servants

在中国人占绝大多数的澳门，政府公职多由葡人和土生而人占据，中国籍人进入公职受到限制．这—状况，与中葡联合声明和澳门基本法的要求存在较大距离．澳门政府必须更多地吸收中国籍人进入公职，担任领导职务，才能使公务员队伍的结构与澳门的人口结构相适应．近年来，澳门政府在公务员本地化问题上做了一些工作，但步子仍不够快，必须在过渡期最后几年加倍努力，才能在政权移交时真正实现公务员本地化。

Abstract Although the bulk of the population in Macao are Chinese, it is very difficult for them to become government employees, and most of the civil servants are Portuguese. Such situation fails to moot the requirements of the Joint Statement on the Macao Issue signed by the Chinese and Portuguese governments. The Macao government should recruit more ethnic Chinese into government offices and give them appointments in leading posts so that the ratio between Chinese and Portuguese civil servants can match the population structure in Macao. In spite of the Macao government's recent efforts to nativize the civil servants' force, there is still much left to be desired. Only after the Macao government makes gamer efforts in this respect in the last few years of its administration can the nativization of civil servants be realized when the sovereignty of Macao is returned to China.
