On the Influence of Industrial Policy on Economic Returns and Correspongding Measures to be taken

合理的产业政策有利于促进经济效益的提高；而不合理的产业政策会制约经济效益的提高。建国以来我国的产业政策经历了由促进经济效益提高到妨碍经济效益提高，再到以经济效益为中心的发展过程。目前产业政策的导向仍不合理，制约着经济效益的进一步提高。为此，要从中国国情出发确定正确的原则，制定并实施合理的战略产业政策体系，采取有效措施调整现有不合理的产业结构，确保经济效益的提高。

A Proper industrial policy helps to increase economic returns, and otherwise, not.China's industrial policy since 1949 has gone through varied stages; it first increased and then decreased economic returns, and now it serves the central task of increasing economic returns. The present industrial policy, however, is still not proper in the sense that is still somehow prevents economic returns from further increasing. Therefore, in order to increase economic returns, a correct principle must be set up, and a proper industrial policy must be made systematically and strategically, together with corresponding effective measures taken to help regulate the industrial structure yet not reasonable, according to the real situation of China's economic development.
