This article made a research on the relationship between Islam anb so-cial development from the cultural-dimension and pointed out that Islam isa political religion, it affects all levels of the society as the cultural iden-tity of the people, as the political ideology, as the external standard ofsocial life and as the theoretical system of the religious theology; But a'Historical Paradox' emerged: On the one hand the historical process of thesociety changs constantly from single structure to modern pluralism; Onthe other the religious ideology which affects the historical process chang-es gradually from an open system to a conservative system. But the ideology is based on the mode of production, the ideology willchanges from conservative system to open system as long as the mode ofproduction transforms the traditional way to the modern way. Now, thistransformation is continuing in Islamic society.
