Reconsideration and Approaches to Imbalance of Allocation in Public Finance

近年来,国家财政分配严重失衡,财政收支状况日趋紧张。造成这种状况的原因,一是经济扩张与紧缩相互交替,二是新旧体制转换中的磨擦,三是企业与地方双重承包割断了财政分配与经济增长的内在联系,四是改革与发展之间的矛盾,五是分配格局与分配秩序之间的矛盾。解决财政分配失衡的现实抉择,就是推进财政体制改革,再造财政分配机制,重建财政分配秩序。

Serious imblance occurs in the allocations of national finance in recent years and theconditions of financial revenue and expenditure become tightening. Thereasons for it are:firstly the economic expansion and contraction are mutually interchanging; secondly the frictions occurred in theconversion from old to new structures; thirdly theinner association between financial allocation and economic growth is cut by the two foldcontracting of enterprise and locality; fourthly, the contradiction between refrom and devel-opment; fifthly, the contradiction between the structure and order of allocation. The realis-tic approaches to solve the imbalance in financial allocation are to bring about the restructur-ing of financial system, reforming the mechanism of financial aoolcation and reestablishinthe order of financiala llocation.
