自80年代下半期以来,西方发达国家之间的不平衡发展明显加剧,美国的霸权地位继续衰落,美国、日本和欧共体之间的力量对比首先是经济实力对比正在形成新的均势,它们之间的关系进入了一个权力再分配的渐周期,其影响是全球性的。
Entering the 1980s,the imbalance of developement in the capitalist world hasevidently aggravated.The US,Western Europe and Japan have begun their fiercestruggle over power redistribution,and their contradiction is on the upswing.Onthe contrary,the contradiction between the US and the USSR,in comparision,is notso outstanding.In view of such circumstances,judging from development,the USwill probably shift the emphasis of its foreign policy gradually to deal with itsrelations with Western Europe and Japan.The struggle over power redistributionbetween the US,Western Europe and Japan will inevitably have wide and profoundimpact on the overall international relationship and world pattern.Here are some examples.When the Japanese Yen and Euro-currency join the US dollar in ser-ving as the main international reserve currencies,it will spur the reform in inter-national monetary and financial system;The manoeuvres of the US,Western Europeand Japan in setting up cconomic groups have initiated a global upsurgc o gionaleconomic grouping,which will bring new changes in the international economicstructure and management system.The “economic warfare” between the US,WesternEurope and Japan has made the economic environment of the developing countrieseven worsened and the contradietion between the North and the South exacerbated.Western Europe,in order to realize its envisioned Pan-European system,takesadvantage of the current favourable situation to be in a great effort to win overEastern Europe,thereby accelerating the process of the transition from the “YaltaPattern” to a new European order and the intensification of the contention for theAsia-Pacific Region between the US and Japan is greatly affecting formation of newpower setups in that region.
