Since the late 1980s, Japan has placed Western Europe as one of the key areas for its overseas direct investment, intensified its investment offensive toward Western Europe and set up a large number of new factories, trading companies and financial institutions. Japan's strategy for direct investment there is that it takes Britain as its investing beachhead in Western Europe, gradually expanding its direct invcstment to Germany and the rest of European countries, intensifying its merger of West European enterprises and making an overall infiltration into West European financial markets. Its aims are: to build a ladder-shaped structure for overseas direct investment in which shares among the United States, Europe and Asia are well proportioned; hy means of direct investment to break through Western Europe's trade protectionism against Japan; to share Western Europe's prosperity; to develop financial service network; and to expand Japan's economic power so as to make preparation for the coming global competition with the United States and Europe. As a result, the importance of Asia's position in the Japan's overseas direct investment has somewhat reduccd. It could be predicted that in the coming decade, Japan will further enlarge its direct investment in Western Europe, and large numbers of Japanese businessmen will pour into Western Europc for investment activities. Meanwhile, Japan will probably maintain present growing ratc of direct investment in Asia, will slow down the growing investment momentum in North Amcrica, so as to correct a bias towards the United States in its current overseas direct investment.
