Laws Concerning the Deyelopment of Tourism in Hainan Province

要把海南建设成为国际度假旅游中心,关键是建立和完善海南的旅游环境。通观各国旅游业的发展,我们发现旅游立法极大地促进和保护了旅游环境的形成。因此,法律工作者应当为海南旅游环境的建立和完善,提出相应的法律对策。

The key to the development of tourism in Hainan lies in the formation and per- fection of its tourist environment. To accelerate this process, it is imperative to str- engthen tourism legislation in Hainan, to promote the tourist environment by means of law and to provide tourists with wide-ranging legal protection and to form a sound and ideal environment under international tourist law. This article deals with three aspects of law in the development of Hainan's tour- ism and the formation of a tourist law environment. First, it enunciates the principle of using law as a means of promoting the for- mation and amelioration of Hainan's tourist environment. Second, it analyses the elements needed to constitute an international tourist law environment in Hainan. Third, it raises some fundamental legal solutions to the development of Hainan's tourism.
