摘要
德克勒克上台以后进行了某些改革,其性质仍属于缓和白人与黑人的尖锐矛盾,稳定国内局势,减轻内外压力,但对种族隔离制度并没有根本触动。南非种族隔离制度今后能否彻底铲除,在很大程度上要看非国大与当局的谈判能否顺利发展。谈判双方现在分歧很大,各自的制约因素也不少,前途难测。
SinceF.W.De Klerk came to office,he has taken certain reformist measures,with aview to relaxing the acute contradictions between Black and White,stabilizingthe domestic situation and easing off internal and external pressures.Hewever,none has served to change apartheird in any fundamental way.The thorough abolishment of apartheid depends,to a great degree,on suc-cessful negotiations between the African National Congress and the South Africanauthorities. For the moment,it is difficult to predict the future because the twosides are wide apart in their positions and each is constrained by various factorsin its own way.
