核不扩散问题举世瞩目,因它直接关系到国际安全与稳定。当前国际社会促进核裁军、消除核战争威胁的力量已成为防核扩散的主流。但是,核扩散的危险依然存在,仍然需要采取有力的措施,巩固当前并不十分牢固的核不扩散体制。核国家与不结盟国家之间在核裁军、核禁试等问题上仍存在分歧。

The issue of nuclearnon-proliferation arrests universal attention,as it is directly related to internationalsecurity and stability.At present,forces in the international community which strivefor nuclear disarmament and elimination of the danger of nuclear war have becomethe main stream for nuclear non-proliferation.However,the danger of nuclearproliferation still exists and effective measures are still necessary to consolidatethe nuclear non-proliferation regime which has not been very solid so far.Therestill exist divergent views between nuclear states and non-aligned countries onissues relating to nuclear disarmament and nuclear test ban.
