本文从充分利用外资和世界资金呈现多向流动出发,首先阐明了发展海外投资和开展跨国经营,是当今世界经济发展不可阻挡的潮流,及其对我国国民经济高速发展的重大作用。其次结合深圳经济特区的实际,一方面分析了深圳开展海外经营和参与国际、竞争的必要性和有利条件;另一方面通过亚洲“四小龙”发展海外投资、开展跨国经营的对比分析,提出了深圳在进一步发展外向型经济和开展对外投资的过程中,需要创造的条件和采取的措施。

Proceeding from full utilization of foreign investment and the trend of diversifiedflow of world funds,this essay expounds the fact that development of overseas investmentand transnational business constitute an irresistible tide of economic direction of the con-temporary world,which will play a very significant role in rapidly propelling China'seconomic growth.Then,the authors,in light of Shenzhen's sqecific conditions,make ananalysis of the necessity and favorable conditions for Shennhen SEZ to develop overseasbusiness and participate in international competition.On the other hand,by a counter-analysis of the four Asian Dragons'management of overseas business and international com-petition,the paper puts forth the conditions to be created and measures to be taken byShenzhen SEZ for further growth of its export-oriented economy and overseasinvestment.
