Two Theoretical Issues on the Building of a high degree of Socialist Democracy

党的十二大明确提出建设社会主义的高度民主。要建设政治民主,必先完善民主理论。社会主义民主制度的实质是人民当家作主,领导是服务、是公仆。这种民主制度只有遵循马克思主义的社会主义民主理论才能建立。党的领导是民主发展的保证。民主集中制理论在实践基础上有个不断完善的过程。历史教训使我们认识到,对民主集中制原则应当全面、完整地理解,这是建设和健全民主制度的保证。

The Party put forward obviously the building of a high degree of socialist democracy at the twelvth national congress of the Communist Party of China. If political democracy is established,the theory of democracy must be pirst perfected. The essence of the socialist democratic system is that the people are the masters of the country and the leaders at dipprent levels the public servants. This kind of democratic system can be set up only in the light of Marxist socialist democracy theory. The party's leadership is the guarantee of democratic development,The theory of democratic centralism has a constantly perfected process in practice. The lessons of history have made us realize that we should understand the principle of democratic centralism all sidedly and compleley,which is the guarantee of building and perfecting democratic system.
