With the inception of 1980s, contradictions have become increasingly acute between South Africa's racial Segregation system and its social and economic development. The black people's resistence in the country has kept on rising, while the accusations and sanctions imposed by the international community against the south African administration have been continually strenthened. Former South African President Botha has made an attempt to salvage the white racist rule by of a total strategy for military, internal and external affairs. However, the struggle.waged by the broad black people for completely abolishing the apartheid system has become uncontrollable. Botha regime's brutal repression of the democratic movement at home and its aggr- ession and subversion against the neighbouring countries which support the revolution of the black people in South Africa has 1anded itself in an ever more serious political crisis and economic pressures,the South African aut- hority has been compelled to consider the settlement of the racial contradic- tions in South Africa through negotiations. Nevertheless, it will not easily give up the white people's dominating position.
