自从50~60年代非洲各国纷纷获得独立以来,其政治体制几乎都经过了或大或小的变化。许多国家由多党制变成了一党制或军政权。到1989年初。
Since last mid-year, a multi-party trend has been pounding at Africa. At
present, the number of the African countries that adopt or promise to abopt
multi-party system has well surpassed that of the one-party African states.
This trend is the outcome of the joint function of the internal causes within
African countries and the external influence or pressure from abroad. A great
debate has been surging across the continent. In most cases, multi-party sys-
tem is put forward as a political prescription for treating the lingering illne-
ss of African economy and politics. But historcal experiences show that party
system is not the key factor for economic development or political integrity.
Concrete conditions vary in differcnt African countries, and it is up to them
who should decide which political system will be most appropriate for their
development and needs. The multi-party system might be fit for some count-
ries, but not for others. From its establishment to perfection, a process of
study, practice and continual improvement is necessary for any democratic sys-
tem. The same is true to Africa. The outrageous interferenee and pressure
exerted by the West, and the U. S. in particular, has drawn avcrsion and
protest from many African countries; in some countries, it may produce cou-
nter effect for the normal procedure of democratization.
