Trend in US-Europe-Japan Relations and Their Global Impact.

今后十年将是美欧日关系发生变化的转捩时期。美欧日之间力量对比特别是经济力量对比发生的重大变化和国际经济政治形势提出的新的挑战,将迫使它们对相互之间的关系作出进一步的调整。美欧日在国际经济和政治中所处的重要地位决定了它们之间关系的变化必将对国际格局发生多方面的和深刻的影响。

Now the world is right in a significant historical turning period after the Second World War. The US, Europe and Japan, faced with many severe challenges, need to coordinate their each other's policies, and safeguard their common interests. Meanwhile, due to the imbalanced growth of strength, the capitalist world has entered into a new circle of power redistribution. The scramble among them for the lead in economic and technological fields, for markets and sphere of influences is rather heated, and their union relations need to undergo fundamental adjustment too. Therefore, in the last ten years of this century, the relations between the US, Europe and Japan will develop in the direction of strengthening of both coordination and competition. The changes in their relations will have deep impacts on international relations and world pattern in many aspects: (1) In the economic field, the entry of Japanese yuan and ECU into the rank as major reserve currencies will lead the change of international monetary system oriented to be multi-elemental; the intensification of their vying for market and sphere of influences may also lead to the emergence of economical grouping, the spread of protectionism and the divergence of the developinv countries. (2) In the North-South relations, they stick to the stand of upholding the existing unreasonable international cconomic order, that helps widen the gap between the South and the North. (3) In the East-West relations, West European countries have made great efforts in weakening USUSSR condominium system; the existent form of the 'Yalta Pattern' will evolve further. (4) In the Asia-Pacific region, US-Japan contentious alliance relations will have great effects on the formation of new setup of power in the region. (5) The development of US-Europe-Japan status from the economic 'tripole' to a political one will play a promotive role in the development of 'multi-polarization' of the world.
