摘要
有偿使用城市土地是土地所有权在经济上的实现需要。它的主要形式是向土地使用者收取土地使用费。与这种土地使用制度相适应的土地管理模式应为国家垄断型的管理制度。城市土地实施有偿使用只是我国城市土地管理体制改革的中期目标,是土地管理体制改革的第一步。其目标模式应该是建立完整的和协调的地产市场。
The exercise of onerous city land use is the realization of the economic need ofand ownership,with charging the user the use fee as its main form and state monopo-lized administration as its appropriate system mode.The exercise of onerous city land use is merely the mid-aim and the first step intChina's city land administration system reform.Its aim mode should be the establishmentof integrated and coordinate land estate market.
