再论我国住房制度改革目标模式

摘要 关于我国城镇住房制度目标模式问题,本人曾发表过一些意见,(参见《房地产经济》1986年第5期),这里再就几个带有基本思路性质的问题作些分析。一、当前研究住房制度改革目标模式的必要性我国的改革是一项浩大的社会系统工程,需要有充分的理论准备和周密的筹划。 Green Rate and Monetary Compensatory Amounts(MCAs) are specialexchange rate and linking measure of frontier adjustment which are in-troduced in the agriculture of the EC. They have been existing for 20years. They have broken 'the unified common market' into several pieces,and therefore led up to very high. cost and distorted the comparativesuperiorities among the member states of the EC.Most of them appealto stop using Green Rate and the MCAs. But in reality it is not easy.The dismantlement of Green Rate and the MCAs depend upon variousfactors. Thus they suggest that it is possible to eliminate the MCAs, eventhough it will take quite long time to get rid of Green Rate in the EC.
