摘要 1987年西欧政治舞台上一个引人注意的事件是西欧防务合作的发展。上半年,在美苏首脑雷克雅未克会谈的影响下,西欧各国朝野议论纷纷,不少人要求发展西欧防务合作;英、法、德几个主要国家的国防和外交部长互相访问,进行磋商;6月,联邦德国总理科尔提出建立法德混合旅的建议;9月下旬,法德两国部队在联邦德国领土上举行了一次意味深长的联合军事演习,同时宣布了两国将成立"联合防务理事会";10月27日,西欧联盟七国外长和国防部长在海牙发表"欧洲安全利益纲领",郑重宣告英、法、 After the Second World War, the security and defence in Western Europe has been closely tied to that of the US. No matter how often defence cooperation has been discussed in Western Europe, it is still an empty talk. Nevertheless, the Hague Meeting of the seven-member Western European Union held in October 1987 marked a breakthrough in this respect. Following are the main reasons for this developmet: changing relations between the two superpowers, new problems confronted by NATO's strategies and pressure coming from West European countries themselves. Though heads of these countries share the same feeling for the need to establish joint defence, their ways of thinking vary a lot. Their major objective at present should be to strengthen the role of 'European Pillar' of NATO, rather than to establish independent defence on their own. The Hague Programme clearly shows the determination shared among the seven countries as well as their firm and consistant stand on the issue of security strategy. Like what has happened to political and economic cooperation in Western Europe, defence cooperation will also be full of ups and downs.
