政治难民不驱回原则研究

摘要序言德国作家亨利·伯尔德曾把20世纪描绘为“难民的世纪”。的确,本世纪以来,难民的数量以异平寻常的速度与日俱增。据统计,从第二次世界大战后的1945年到1990年,全球难民的总数为6000万,但其中1984年就达900万,1985年达1100万,1988年达1200万。
