涉外经济合同的转让,无论是部分或全部转让,都必须深持合同的实质内容不变,并且不能损害国家或他人的利益而从中牟取非法所得。转让时还必须明确担保责任。审批机构要加强对合同转让的有效管理,确保其合法性并使合同转让后能顺利履行。
