关于我国出口贸易的“度”与经济效益的探讨

Approaching the Subject of“the Extent”of China's Export Trade and Economic Effectivness

改革开放以来,我国对外经贸发展迅速,外贸体制改革取得了突破性进展,但对外经贸发展中的一些深层问题仍未得到根本解决。本文对此进行了较深入的研究,认为:外贸不能脱离我国经济实况片面追求高出口率,应保持适当的“度”;变革外贸企业的经营机制是提高经济效益的根本;出口的增长速度要适应国内经济的要求,增长率保持在11%较适宜。作者强调:90年代我国外贸发展必须要实现四个根本转变,从数量增长走上质量升级的轨道。

Tremendous achievemnts have been made in china's foreign economyand trade since the opening to the outside world and the reform policiesstarted at the end of 1978.Meanwhile,the reform in the system of for-eign trade has also effected a break-through in its progress.In spite ofall this,some profound problems in the development of foreign economy and trade remain unsettled,It is the purpose of this article to tacklethese problems.The author holds that foreign trade should proceed at an approariatespeed instead of pursuing a high increase in exports by disregardingChina's economic situations;that the improvement of economic efficiencylies in the reform of the mechanism of management of enterprises;andthat the country's growth in exports should continue at a rate of 11 percent to suit the requirements of its economy.In addition,the authorstresses that in the development of China's foreign trade in the ninetiesit is imperative to bring out four fundamental changes so that the indus-trial enterprises might shift on the track of“quality upgrading priorto quantity increase”.
