On Inflation, Weak Markets and Development of Commodity Economy

本文对1988年以来中国从发生高通货膨胀到实行治理、整顿后又出现的工业经济滑坡、市场疲软、经济效益普遍下降的现实进行了反思和分析.作者认为,中国近年来发生的严重的工业经济滑坡、市场疲软是与1988年发生的严重的通货膨胀紧密地联系在一起的,但是,通货膨胀、工业经济滑坡、市场疲软都不过是若干表象,根本的问题在于经济运行机制.而我们现在所要解决的经济运行机制的核心又在于怎样从中国的现实国情出发,大力推进社会主义商品经济的发展.在中国出现的通货膨胀、工业滑坡、市场疲软、相互拖欠资金、财政状况紧张、经济效益下降,等等,说到底都是我们不懂得怎样发展商品经济、不遵循商品经济规律办事的必然结果.中国经济要起飞和繁荣的唯一的出路在于大力发展商品经济.根本的是要处理好市场导向与宏观调控的矛盾;"铁饭碗"、"大锅饭"与经济效率的矛盾;经济发展目标与经济发展速度的矛盾.为此,必须从经济体制上进行一系列更加深入的改革,实现由速度型经济发展向效益型经济发展的转变,采取一整套行之有效的手段进行宏观调控,以保证总需求与总供给的大体平衡.

The thesis introspects and analyses the reality from 1988 to the present, in which the slides of industrial economy, weak markets and common induce of economic efficacy happened from high inflation to carrying out the policy of improvement and rectification in China. The anthor holds, the serious slides of the industrial economy and weak markets happened recently in China were closely combined with the serious inflation happened in 1988, but all of them are some superficial phenomenona, the essential problem is the moving system of economy. However, the core of the economic moving system, which will be resolved by us, is how to greatly push on the development of socialist commodity economy from China's real situations. The phenomenona appeared in China, such as inflation, industrial slides, weak markets, defaulting funds each other, the tense financial situations and induce of economic efficacy, etc., are, at least, the inevitable outcomes of that we don't know how to develop commodity economy and of that we never follow the law of commodity economy. The only way of China's development and prosperity in economy is to greatly develop the commodity economy. Fundamentally we must well handle the comtradictions between market guidance and macro control, between 'iron rice-bowls', 'rice of big pots' and the economic development efficacy and between the targets of economic development and the speed of economic development. So, we must further go on a series of reforms in the economic system, realize the transformation from the economic development of speed type to the economic development of efficacious type, and go on macro controls and adjustment with a whole set of effective measures for guaranteeing rough balance of general demand and general supply.
