Only All-out Reforming Solved Main Economoic Problems

文章强调指出,我国的治理整顿已逾两年,现在应当对此作出全面总结并相应地调整政策.由于治理整顿与深化改革的目的、任务、手段以及前提条件等均有所不同,因此,无论是过去将二者"结合"在一起作为一个完整的方针提出,还是目前强调在此前提下"加重改革的份量",都会使人们将治理整顿的目标不适当地提高,从而不利于加速治理整顿和推进改革.文章还从总量控制的前松后紧、结构变动的正负效应,体制改革的进和退这三个方面分析了治理整顿的得与失,认为深化改革已成为我国经济走出谷底的必经之路.目前的经济困境虽然给深化改革带来不少的困难,但恰恰也为此提供了契机和条件.在这种情况下,我们与其别别扭扭地做小动作,不如放手全面地推进改革.

The thesis emphasizes that China's improvement and rectificaton in the past over two years should be comprehensively summed and should be readjusted. Because of the difference in the targets, tasks, measures and premiss conditions between the improvement, rectification and deepening reforms, both of 'combination' with them as the complete policy in the past and emphasizing 'increasing the measure of reforms' under the premiss at the present, will make the people uncertainly raise the level of improvement and rectification, and it is not advantageous to speed up the improvement and rectification and up recarrying out reforms. The thesis analyses the gain and loss of improvement and rectification from three fields, such as the loose beginning and the tight and in the total controls, plus and minus efficacy in construction changes and the progress and retrogress in structure refomms, and it affirms that the improvement and rectification have no way to get progress in reality, so the improvement and rectification should be ended at certain time, then the economic work should be turned into the period of deepening reforms. Nowaday, deepening reforms has become the only road, which China's economy goes out of its ebb. Though the difficulties in economy at the present bring a lot of problems into the deepening reforms, as well as supply many opportunties and conditions. Under this stituation, we get up to little tricks difficulties rather than put forward reforms boldly in all fields.
