搞活国有大中型企业面临的困难与对策——四川省10户大中型企业调查

本报告以翔实的资料说明国有大中型企业目前正面临着发展中活力衰减、竞争中活力不足、运行中的矛盾加深的严峻局面,剖析了企业陷入困境的直接因素和深层次原因。报告认为,搞活国有大中型企业,关键是处理好国有经济与各种非国有经济的关系、国家与国有企业的关系以及国有企业内部的各种关系。由此出发。报告提出了进一步落实与扩大企业的自主经营权、适当调整国家与企业分配关系、保征当前生产和支持技术改造、深化企业内部改革和深化内部管理等具体的政策建议。

This report states big and middle state Owned enterprises are facing on serious situation: failing vigour in the developing process, getting to weaken in the competition etc.. The direct reasons of landing in a predicament are the outside circumstance is getting to deteriorate, the inside reform is blocked and the inside management is ferriblc. The deep reasons are the malpractice of the economic system and mechanism and the deviation of the policy. If state owned enterprise is cscaped from the station of the unsound dormancy sometimes dead and sometimes living, they are cured from the outside and inside structure. We have to reform old economic system and mechanism for long time; We have to improve the outside circustancc and futher reform the inside system of the enterprise from short time. We have to solve these uestions of the entcrprise right, shortage of enterprise and theheavy load of enterprise.
