党的十一届三中全会制定了我国改革开放的基本国策,在这一正确路线指引下,80年代我国对外开放事业迈出了重大步伐,对外经济、贸易、技术的交流与合作迅速扩大。我国经济摆脱了原来的封闭和半封闭状态,大踏步走向世界舞台。经贸事业同整个国民经济一样,取得了长足的发展和举世瞩目的成就。——我国进出口贸易由1980年的378.2亿美元(其中出口为182.7亿美元)增长到1990年的840.5亿美元(其中出口为516.9亿美元),增长122.2%(其中出口增长182.9%)。
