摘要
“干部测评”方法在国内的广泛运用,随之而至的就是讨论和分析测评中出现的诸多实际问题,并加以妥善解决。对“干部测评”方法作出恰当的评价,验证这一方法的正确性,也应是这一阶段的重要任务之一。验证“德才素质测评标准”量表,目的在于分析“测评标准”量表所规定的测评要素体系和参照标准体系,是否符合测评的实际需要,并探讨其科学依据。我们用定性分析与定量分析相结合的方法,对每一要素的设置逐一进行考查,证明了“测评标准”量表的合理性。对量表、效度的计算也表明,该量表的这两项指标均达到可接受的水平。
As the method of“the Test and Evaluation of Cadres”is widely
used in our country,many substantial problems have arisen in the course
of discussing and analysing it,and they should be well solved.It is one
of our main tasks to evaluate this method properly and to prove its sound-
ness.
Our aim in the testing is,first,to analyse the system of elements and
the system of references defined in“the standard scale of measurement and
evaluation.”and then to see whether they can meet the needs of practical
purpose,and to examine their scientific bases,we used qualitative analy-
sis together with guantitative analysis to look into the setting of each ele-
ment,and finally proved the rationality of“the standard scale of measur-
ement and evaluation.”It is proved through calculation that both the re-
liability and validity of the scale are acceptable.
